For the issue you’re facing, we recommend a 12V/3A or higher power supply since your total load is quite high. I know that you can power other devices with -5V by connectig them to the plug. But this was not my question. I wanted to know if a powered off Raspberry Pi will unintentionally get powered by a connected device with some voltage on the connctor pin (e.g. if the device itself is connected to a USB-Port and therefore has +5V on the pin).)

The other USB ports are capable only of acting as USB Hosts. To power the Raspberry and use USB type C at the same time, you have to buy a splitter.
