It's hard to say more precisely. - The board version is 1.3 - Sound exists both with and without a heatsink - I also noticed that the sound may disappear if I press down the heatsink with great power. I can take my portable usb hub out to the garage and plug my laser cutter into it, then go back to my office and burn for a couple hours only using half battery or so. I didn't do anything special.)

They are powering things, but no data goes through. I have confirmed the pogo pins are making contact, and have tried using a USB hub on the pi alone, without the UPS, and the hub works fine, so there's something wrong with this UPS.
