You are correct. Dual link 74.5MHz is valid for 1080P@60Hz.

This fault is caused by two reasons.
1. Poor crystal contact in the LVDS2HD. See the diagram below:

2. If the LVDS2HD does not receive LVDS information, the above situation will occur also. You can use an oscilloscope to check if the LVDS2HD is receiving the LVDS signal.
