Does the external power switch act as a full power switch? In context, if its unplugged, running off the 18650 batteries, will turning it on turn on the UPS also? and even the pi 5?

Im asking because the PiSugar 2 Plus button acts as a soft power switch, which means making something like a cyberdeck would require 2 power buttons?
