OK so I checked both the latching switch positions and it turns out the white one was in the down position. I changed it to the up position but the behavior did not change. Using "sudo x730shutdown.sh" does work to shut down the system and power off, but same as powering down using the momentary switch, when you press the switch to turn power back on the power comes on but the Pi does not boot. I have to hold the power button down 8 second to power it off and then power it back up before it will boot. The behavior is the same if the external momentary switch is unplugged and only the internal blue momentary switch is used.
Removing the x850 was not really an option. That's where the OS is loaded from and it's only connection is via USB.
