I have 3 boards. Connected to USB all of them work as expected.

power supply via the 9-24VDC Power jack doesn't work. The circuit U2 generates only a voltage of 3.7V (5V expected) regardless of the input voltage. with this low voltage, the ESP only gets 2.6V

uh...the ESP operates at 3.3 volts. if the onboard regulator is not operating at 3.3 volts, it's fried.

The SDA616 voltage regulator is rated at 3.3V to 16V input - if you've given it 24V then it's toast...
